If the police in your town want to use new surveillance technology — like face recognition, cameras, or license plate scanners — they may say it will stop all kinds of problems, from terrorism to street crime or even stolen packages. People who support this idea often believe that if we record everything, we can prevent or solve crimes and make life better. The police may also tell real or made-up stories about how this technology helped catch a criminal.
But how should we think about these claims? If the technology helps, should we just accept it?
People naturally like stories, especially ones that make us feel afraid. These stories can be more powerful than facts or logic. But making big decisions — like using surveillance — should not be based only on stories. We need to have careful, smart discussions about what technology means for our society.
People who are against surveillance also tell stories. But the police often have more power because they can show their success stories on TV and hide their mistakes. For example, in 2014, Chicago police caught a robber using face recognition. But how many innocent people were checked, questioned, or scared because of mistakes? We don’t know — and we probably never will.
Surveillance can have serious side effects. It can take away privacy, hurt creativity and free speech, and treat some groups unfairly. It can also lead to abuse or fear.
So, how can communities and leaders avoid being fooled by fancy stories from police or companies? One good way is to ask these six questions:

### 1. **Does the technology work?**
This is the first and most important question. If a technology doesn’t work, there’s no point in discussing privacy or safety. Most technology works sometimes — but how well does it work? Does it fail 5% of the time, or 95%? And can we trust what people tell us about its success?
For example, after 9/11, face recognition was not very good. Later, with machine learning, it became better — but it still makes mistakes. Local leaders may not have enough knowledge to understand how the technology really works or when it’s just good marketing.

### 2. **How well does the technology solve the problem?**
Even if the technology works, does it solve the actual problem? A face recognition camera might work, but it can be tricked by hats, masks, or sunglasses. Like the French defense line in World War II (the Maginot Line), some technology may look strong but still fail because people find ways around it.

### 3. **How big is the problem?**
How often does the problem happen, and how serious is it? If something bad happens only once every 20 years, but it’s very serious like a pandemic, it might be worth spending money on it. But if it’s just stopping people from walking in the wrong place (jaywalking), then maybe it’s not worth the cost.

### 4. **What are the side effects?**
Even if the technology works, it might cause problems. For example, if we put cameras in everyone’s bedrooms, we might stop some crimes — but people would lose all their privacy. Surveillance can also make people afraid, stop free expression, or hurt certain racial groups more than others. A drone might stop a crime, but it could also record people doing legal but private things, like smoking marijuana in their backyard, and cause them serious problems.

### 5. **What is the cost — and what else could we do with that money?**
Buying expensive technology means we don’t spend money on other things that help people more — like schools, housing, or healthcare. Some surveillance technology, like face recognition, may be costly and harmful, while doing little to fix the real problems. That money might be better used in ways that help the whole community.

### 6. **Does the community agree with it?**
Even if a technology works and solves a problem, the final decision should belong to the people. In a democracy, the public — not just police or companies — should decide. Some cities have laws that require police to get permission from the local government before using new surveillance technology. In 2013, Seattle had to return drones they bought after people strongly disagreed with them. Now, some police leaders talk to the public before using new tech — even if there’s no law requiring it. Some cities have even banned face recognition.
